About the publication

Problem

This report presents the results of a study initiated by the Task Force II under the EPISIS to identify service innovation indicators for use in policy impact assessments. In recent years, the lack of such indicators has become widely recognised.

Aim

It is the intention to contribute to filling the gap in the empirical literature on service innovation policy impact assessments by developing a list of service innovation indicators for use in such assessments in several European countries.

Solution

A list of 29 feasible indicators is presented. The indicators are categorised according to the part of the innovation process, which they measure. Three elements, and hence three categories, of the innovation process are identified, in accordance with definitions of innovation and service innovation presented in the report: An input, a throughput and an output. The input category reflects the intentional element of service innovation. The throughput category reflects the newness element. And the output category reflects the value element. All three elements must be present for there to be an actual service innovation.
