Grant database

Processing of personal data on applicants and grant receivers in connection with the establishment of a grant database including the public research and innovation foundations Danish National Research Foundation, Independent Research Fund Denmark and Innovation Fund Denmark.

The agency processes personal data in connection with the establishment and operation of a grant database including applicants and grant receivers of public research and innovation funding. The database include the public foundations Danish National Research Foundation, Independent Research Fund Denmark and Innovation Fund Denmark.

Purpose and legal basis

The purpose of processing personal data is to establish a joint database containing applications and grants from public research and innovation foundations as part of the general grant data processing within the area of research and innovation that is the responsibility of the Danish Agency for Higher Education and Science.

The legal basis to process personal data in connection with the establishment and operation of the grant database is:

-     The General Data Protection Regulation Article 6(1)(e), after which personal data can be processed, if processing is necessary for the performance of a task carried out in the public interest.

-     The Data Protection Act section 10(2), after which the received personal data with reference to article 6(1)(e) may not subsequently be processed for other than scientific or statistical purposes.

-     The Data Protection Act section 11, after which public authorities may process data concerning identification numbers with a view to unique identification or as file numbers.

In general, a public authority can produce statistics, documentation and scientific analyses of significant societal interest. The legal basis is the General Data Protection Regulation article 6(1)(e).

It is one of the agency's core responsibilities to produce statistics, documentation and analyses regarding research, science and education. It appears, i.a., from the Finance Act 2021 section 19.11.06 (5) (FL 2021, § 19.11.06, punkt 5. Opgaver og mål om statistik, analyse og kommunikation) that the "Danish Agency for Higher Education and Science produces statistics, documentation and analyses regarding research, science and education".

The agency processes personal data on applicants and grant receivers from public research and innovation foundations including researchers and other project partners.

Categories of personal data

The agency processes different types of personal data as part of the establishment and operation of the grant database, mainly personal data regarding applicants and grant receivers. The agency is dealing with personal data and civil registration numbers (cpr-numre) in connection with the grant database.

Transfers of personal data

In some cases, the agency will transfer personal data to the Department of the Danish Ministry of Higher Education and Science as a part of the general data processing within the Ministry's field of responsibility. From where does the personal data originate?

The personal data originate from the IT systems of the public research and innovation foundations used to the processing of applications and grants. The data from Independent Research Fund Denmark and Innovation Fund Denmark comes from the IT system e-grant.

Storage of personal data

The period, for which the personal data is stored, depends on the service life of the database. Due to the purpose of establishing and operating a database containing general grant data within the agency's field of responsibility, the data will not be deleted during the service life of the database.
