If it is impossible to provide sufficient documentation for an assessment of your foreign qualification, you may instead apply to the Danish Agency for Higher Education and Science for a background report.
What is the background report?
The report describes your educational background, indicating how we would normally assess a similar qualification when sufficient documentation is available. It may help you explain your qualifications when looking for further education or job opportunities in Denmark.
We provide the background report on the basis of information that you are to give us by filling in an application form, and on the basis of our knowledge of qualifications from the country where you studied or trained.
Can I get a background report?
You can get a background report if the following conditions apply:

You have completed all or part of an educational programme in a country other than Denmark, e.g. upper secondary school, vocational training or a university degree.

You are unable to get hold of the documentation required in order to have an assessment made. There must be good reasons why you cannot provide sufficient documentation. This may, for example, be the case if you are a refugee or have completed your education in a country that was or is in a war-like situation.

You are willing to spend some time describing your education including subjects, internships, etc.
How to apply
If you want a background report, please fill in the application form and submit it along with all available documentation:
- Fill in the application form. You may write in English, French, Spanish, German, Danish, Norwegian or Swedish.
- Sign the form.
- Enclose any documentation.
- Send the application by a) letter post or b) Digital Post,
or hand in the application at Haraldsgade 53, Copenhagen Ø.
a) Letter post

If you send in original education documents, you should send them by registered post. We always return original education documents by registered post. Certified copies are normally returned by ordinary post.
b) Digital Post
If you have a Danish CPR number and MitID you can send your application by Digital Post, unless you are to submit original documents (see "Copies or original documents?" on the next page).
- Fill in and sign the application form.
- Scan the form followed by the documentation into a single PDF document not exceeding 9 MB.
- Log in to post.borger.dk using your MitID and go to step 4,
or use this link Digital Post to the Danish Agency for Higher Education and Science (new window, log in with MitID) and skip to step 7. - Select "Skriv ny post".
- Click the search field and search for ”Uddannelses- og Forskningsstyrelsen”.
- Click "Uddannelses- og Forskningsstyrelsen" and select "Vur. og anerkendelse af udenlandske uddannelser" (i.e. Assessment and recognition of foreign qualifications).
- Attach the PDF document and send your message.
More about background reports
Danish Agency for Higher Education and Science issues background reports on the basis of the ministerial order on assessment of foreign qualifications.
A background report is not legally binding, unlike the Agency's level assessments, which are legally binding in some contexts.
The Agency can reject an application for a background report if it finds discrepancies in the information presented or suspects fraud.
