Data protection

Information about the processing of personal data in relation to the Learning Questionnaire and Uddannelseszoom. Read more about how the Ministry treats, stores and forwards your data here.

In relation to the data collection for the two surveys, Learning Questionnaire and Uddannelseszoom, The Ministry of Higher Education and Science, the Agency for Science and Higher Education, and educational institutions within the jurisdiction of the ministry need to process your personal data. Processing of personal data is subject to the rules of the General Data Protection Regulation and the Data Protection Act. Below you can read more about treatment related to:

General Data Protection Regulation

Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data etc.

Data Protection Act 

Law No. 502 of May 23rd 2018 about additional provisions for a regulation on the protection of individuals with regard to the processing of personal data and on the free movement of such data (Data Protection Act).

1. Collection of contact and personal information

The Ministry of Higher Education and Science has obtained information about you from your educational institution, including your name, address, e-mail address, CPR number and information about which education you are enrolled in ("uddannelseskode") in order to contact you regarding participation in the survey.

Depending on which institution you are enrolled in or trained from, the information is obtained by virtue of the following laws for students and graduates from:

Universities: Section 8b of the University Act, cf. Laws No. 172 of 27 February 2018.
University Colleges: Section 45a of the Law on Higher Education Higher Education Schools, cf. Laws No. 152 of 27 February 2018.
Business Academies: Section 44a of the Act on Professional Academies for Higher Education, cf. Laws No. 153 of 27 February 2018.
Maritime education institutions: § 23b, subsection 2 of the Act on Maritime Education, cf. Law No 164 of 27 February 2018.

Artistic higher education institutions: § 15d of the Law on Higher Artistic Education Institutions, cf. Legislative Decree No. 59 of 26 January 2015.

Media and Journalist High School: Section 39a of the Media and Journalist Higher Education Act, cf. Public Order No. 154 of 27 February 2018.

If you choose to participate in the survey(s), your information will be processed as described below.

2. Data controller

The Ministry of Higher Education and Science and the Agency for Science and Higher Education are data controllers for the processing of personal data received by the Ministry about you. The contact information is:

If information is disclosed to your educational institution, as described in the section about disclosure of information, the institution is responsible for the processing of personal data at the institution.

3. Contact information for the data protection officer

The Ministry has a Data Protection Officer who is tasked with advising the ministry on the rules for processing personal data, etc.

4. Purpose and legal basis

The overall objective of the survey is to gain new knowledge about the educations and students' study life on the basis of analyzes of the answers received. The knowledge gained in this regard will among other purposes be used to improve the quality of education and allow for better education choices, including the following:

  • Provide higher education institutions with financial incentives to improve the quality of their educations
  • Contribute to a mapping of the study environment at the institutions
  • Help future students make their education choice through the onlince councelling website www.uddannelszoom.dk.

The answers from the study are processed by the Ministry / Agency at Statistics Denmark.

In addition, the answers can be processed at your educational institution. The information is processed in so-called "pseudonymized" form. This means, among other things, that during the analysis work, the employees who are making the analysis cannot see who the individual answers and information belong to.
The legal basis for processing your personal information is as follows:

Data Protection Regulation, article 6, stk. 1, litra a about consent to processing of general information.
Data Protection Regulation, article 9, stk. 2, litra a about consent to the processing of sensitive information.

5. Categories of personal information

The following categories of personal information about you are processed:

  • Contact and identification information such as social security number, name, address, postal code, telephone number, email address, education programme, institution, faculty (general personal information)
  • Response information about learning environment, study environment, learning approach and time spent in the questionnaire (general personal information)
  • Response information about well-being, including stress and loneliness (sensitive personal information)
  • Background information about e.g. your gender, age and parents' educational level (general personal data)

6. Where does the personal information come from?

The personal information come from:

  • Contact and identification information is obtained from your institution.
  • Information from the survey comes from you.
  • Background information used in the processing by the Ministry / Agency at Statistics Denmark is derived from registers at Statistics Denmark.
  • Background information used by the institution come from the institution.

7. Disclosure of your personal information

Your answers from the survey will be disclosed with your educational institution if the institution wishes, as it may contribute to the development of the educations at the institution.

8. Transfer to recipients in third countries

Including international organizations.

No personal data is transferred to third countries.

9. Retention of personal data 

In order to be able to follow the development of your educational institution over time, your answers will be retained as long as it is relevant in order to be able to follow the development in the items included in the survey and to make relevant analyzes of these.

The contact information that was used to contact you in regards to participation in the study, will be deleted three months after the project is completed.

10. The right to withdraw your consent

You are entitled to withdraw your consent at any time by contacting the Ministry of Higher Education and Science or your educational institution. You will find contact information above in the section about the data controller.

If you choose to withdraw your consent, it does not affect the legality of the processing of your personal data based on your consent until the date of withdrawal. If you withdraw your consent, therefore, it will not be effective until this date.

11. Your rights 

You have certain rights in relation to the processing of your personal data. If you want to avail of those rights, you must contact the ministry or your educational institution.

A. Right to see your data 

You have the right to access the processing of your data. This means that you, with some excemptions, have the right to be told if the ministry, the agency or your educational institution is processing your personal data and to see the data. 

B. Right to rectification (correction)

You have the right to correct incorrect information about yourself.

C. Right to deletion

In certain cases, you have the right to have your personal data deleted before the authority automatically deletes it. Please note that the ministry as a public authority is subject to rules, which means that the ministry in many cases is not allowed to delete data that is being processed.

 D. Right to limited processing 

In some cases, you have the right to limit the processing of your personal data. If you have the right to limit the processing of your data, then the ministry, the agency and the educational institution are only allowed to process that data - except when it comes to storage - with your consent or with the intent to establish, uphold or defend a legal claim or to protect a person or important interests of society.

E. Right to object

You may, in certain cases, have the right to object to the otherwise lawful processing of your personal data.

F. Right to transmit information (data portability)

In some cases, you have the right to receive your personal data in a structured and commonly used format, which is machine readable, as well as to have your personal data transferred from one data controller to another without hindrance.

12. Complaint to Datatilsynet

You have the right to file a complaint with the Data Protection Agency if you are unhappy with the way your personal data is processed.
