About the Roles of LEAR, LSIGN, and FSIGN

About the LEAR Role

LEAR is a representative appointed by the management of a company, university, etc. It is usually an employee in the organization's central administration who is assigned the LEAR role.

LEAR has the authority to update the fundamental administrative data of the organization, such as its address or name. The LEAR is responsible for appointing the individuals authorized to sign on behalf of the organization, making this role particularly important at the beginning of the project and when expenses are settled with the EU.

All Horizon Europe participants must have one LEAR. Regardless of the size of the organization, only a single LEAR can be appointed. However, Account Administrators can be designated to support the LEAR.

About the LSIGN Role

LSIGN is appointed by the LEAR. Typically, there are multiple LSIGNs in a project, and they have the right to sign the Grant Agreement electronically. LSIGNs are on the same level as the LEAR when they are associated with the project as PLSIGN (Project Legal Signatory).

The first task of the PLSIGN is to sign the Declaration of Honour, which is a statement confirming that the organization will participate in the Horizon Europe project and is eligible for funding.

About the FSIGN Role

FSIGN is appointed by the LEAR to sign financial statements in a project when they are associated with the project as a PLSIGN (Project Legal Signatory).
