The status of the negotiations with Ukraine concerning association for Horizon Europe is that the Ukrainian government must ratify the agreement. Because of this, the agreement has not yet become effective and the frame for this is uncertain.
However, since Ukraine is a low-to-middle income country, Ukrainian participants (universities, companies, authorities and others) will still be able to participate in Horizon Europe projects and receive funding from the programme.
In most programmes under Horizon Europe, the consortium behind the application consists, as a minimum, of three participants from three different EU member states or associated countries, of which at least one must be from an EU member state. Since Ukraine is not yet associated for Horizon Europe, it is important to meet the consortium requirement without the Ukranian participant.
